New to California, With a Car

Welcome. Three things now need to happen, and they are not the same thing: your car needs a California-issued policy, your policy needs to meet California's minimum liability requirements, and the vehicle needs to be registered here. Each has its own timeline, and doing one does not accomplish the others.

The policy has to be rewritten, not transferred

Insurers file their rates and forms separately in every state, and California's are approved by the Department of Insurance under Proposition 103's prior-approval rules. Your out-of-state policy was written on a different filing. If your current carrier writes in California, they will generally issue a new California policy at your new address; if not, you will need a new company. Start that before the car arrives, not after.

California's rating rules will feel unfamiliar

California is one of the few states where the law names which factors come first. Insurance Code section 1861.02 requires insurers to give primary weight to your driving safety record, your annual mileage, and your years of driving experience. Two consequences for a new arrival:

Bring your history with you

Continuous prior coverage is worth money. Ask your previous insurer for proof of the dates you were insured, and have it ready when you quote. It is one of the few pieces of paper that reliably helps a new-state quote, and it is much easier to get before you close the old account than six months after.

Registration is a separate deadline

California requires new residents to register an out-of-state vehicle with the DMV within a set period after establishing residency, and the DMV will want evidence of California insurance to complete it. Check the DMV's own page for the current deadline and the smog requirements for your vehicle — those rules change, and the DMV is the only source worth trusting on them.

Carry the evidence

Under Vehicle Code section 16028, a driver must have evidence of financial responsibility in the vehicle and produce it when asked by a peace officer or after a crash. An electronic version on your phone is accepted. Once your California policy is issued, replace the old state's card immediately — the out-of-state card in your glovebox is no longer the right document.

Two things new arrivals commonly get wrong

First, letting the old policy lapse before the California one starts. Second, insuring at a temporary address — a hotel, a friend's place, a short-term rental — and never updating it when the real lease is signed. Both are avoidable with one extra phone call.

How long can I keep my out-of-state insurance?

Only while you are genuinely not yet a California resident. Once you live here, the car needs a California policy and California registration on the DMV's timeline. Check the DMV's current deadline directly — it is the authoritative source.

Will my out-of-state driving record follow me?

Your record and your insurance history generally do follow you, which cuts both ways. Prior continuous coverage helps; recent violations are visible. Disclose them up front so the quote survives verification.

Does California require more coverage than my old state?

It may be more or less depending on where you came from. What matters is that your California policy meets California's current minimums, and separately, that the amount you carry actually fits what you have to protect.
